Here at CHEC, we believe that understanding patient choice is essential. We are dedicated to providing patients with the knowledge and tools necessary to make informed decisions about their healthcare. Did you know that you have the right to choose? In England, the NHS works in partnership with independent healthcare providers to offer quality, local care and reduce waiting lists. This makes the NHS faster, simpler and fairer for everyone that uses it. The NHS call this, Patient Choice. This means that just like you have the right to choose which supermarket you buy your groceries, you also have the right to choose where you receive your healthcare. Treatment is free of charge for patients, and doesn’t cost the NHS any more than if they were delivering the service in an NHS hospital. Receive our Patient Choice Guide According to public polling 2022 into patient choice, 47% of patients were unaware that they have a legal right to choose where they receive their treatment. Patients should: Be offered a minimum of 5 clinically appropriate treatment options, tailored to the patient’s individual needs and preferences, where possible.Be offered referrals to services beyond their local ICB, provided these services meet the criteria for patient choice and are legally permitted.Have the right to access services within the 18-week referral-to-treatment target or be offered suitable alternative providers. To make your decision you could consider; Waiting lists: Do you want to be seen sooner? With patient choice you are able to pick a hospital with shorter waiting times. Convenience: You might want to choose a hospital near where you live or work, or a hospital that offers a transport service if it makes it easier to attend appointments. Near friends and family: You might want to choose a hospital close to family and friends, so you have peace of mind that they can support you during your treatment and recovery. Recommendations: You may want to choose a hospital that has been recommended by a friend, or by quality ratings, reviews, or personal experience. Michelle’s Story: “I had worn glasses since the age of 12, and faced the challenges of impaired vision for over 50 years. As my eyesight began to deteriorate further, the effects of vision loss became increasingly difficult, affecting my confidence and happiness. Following an appointment with my optician, I was diagnosed with cataracts. I was given a list of hospitals that offer the required treatment. After consideration, I chose CHEC Blackpool because of the short waiting lists and convenient location. Within a few weeks I had my first cataract surgery, which was a positive experience, promptly followed by my second cataract surgery. My eyesight was terrible before my treatment, I always wore my glasses to do things like paddle boarding and swimming, so I’ve never been able to fully relax and enjoy them due to fear of losing my glasses or bumping into others. Following my treatment I no longer need to wear my glasses, and my new clear vision has made a huge improvement on my life. I feel like I’m walking taller, and enjoying my hobbies much more than before. There’s no need to worry about losing glasses or bumping into anyone anymore I can’t speak highly enough of the staff at CHEC, I would wholeheartedly recommend them to anybody.” Frequently Asked Questions What is Patient Choice? Patient Choice is a government initiative that empowers patients to choose where they receive their healthcare treatment. This means you can choose a different hospital or clinic for treatment, rather than being automatically assigned to your local NHS provider. Why is Patient Choice important? Patient choice empowers individuals to make informed decisions about their healthcare, potentially leading to better outcomes and satisfaction. How does Patient Choice work? Patient Choice in healthcare is the principle that patients have the right to choose where they receive treatment. This means that if your GP refers you to a specialist, you can often choose which hospital or clinic you’d like to attend. Here’s how it typically works: Referral from GP: Your GP will refer you to a specialist service, such as a hospital or clinic. Choice of provider: Your GP will usually offer you a choice of providers, including NHS and independent providers. Consideration of factors: When choosing a provider, you might consider factors like location, waiting times, and the specialist’s expertise. Making a choice: You can discuss your preferences with your GP and choose the provider that best suits your needs. Referral process: Your GP will then refer you to your chosen provider, and you’ll receive an appointment. Key points to remember: Additional information: You can find more information about your choices on the NHS website or by discussing with your GP. Not all services are subject to patient choice: Some highly specialised services may have limited options. Clinical appropriateness: Your GP will ensure that the chosen provider is suitable for your specific needs. Waiting times: While you can choose your provider, waiting times may vary between different services. How do I choose where to have my treatment? You can choose where to have your treatment by discussing your options with your GP. They will be able to advise you on the different options available and help you make an informed decision. Government websites and organisations: NHS Choices: Provides comprehensive information on health conditions, treatments, and services. NHS England: Offers information on patient rights, choosing a doctor, and making informed decisions. Care Quality Commission (CQC): Provides ratings and reports on the quality of care provided by healthcare providers. Online tools and resources: NHS App: Allows patients to access their medical records, book appointments, and order prescriptions online. Patient information forums: Online forums where patients can share experiences and ask questions. Health information websites: Websites like the NHS website and Patient.info provide reliable health information. Tips for making informed decisions: Trust your instincts: If you feel uncomfortable or dissatisfied with a healthcare provider, don’t hesitate to seek a different one. Research healthcare providers: Look for providers with good reputations and positive reviews. Ask questions: Don’t hesitate to ask your doctor or healthcare provider any questions you may have. Consider your preferences: Think about factors like location, waiting times, and the provider’s approach to care. Seek second opinions: If you’re unsure about a diagnosis or treatment plan, consider getting a second opinion. Can I choose a specific doctor or consultant? While you may not be able to choose a specific doctor, you can often choose a specific healthcare provider or hospital. What if I’m unhappy with the choice of provider offered? You can discuss your concerns with your GP and request a different provider. How can I make an informed choice about my healthcare provider? Research different providers, read reviews, and ask your GP for advice. Consider factors like location, waiting times, and specialist expertise. Remember, while patient choice is a valuable right, it’s important to balance it with the need for timely and effective care. Always discuss your options with your GP to ensure you make the best decision for your health. What is a Referral Management Centre (RMC)? A Referral Management Centre (RMC) is a centralised hub responsible for managing the flow of patient referrals within a healthcare system. It acts as a single point of contact for healthcare providers to submit and track referrals, ensuring efficient and timely patient care. Key functions of an RMC: Data analysis and reporting: RMCs collect and analyse data to identify trends, improve efficiency, and inform decision-making. Referral triage: RMCs assess the urgency and clinical appropriateness of referrals, directing them to the most suitable specialist or service. Appointment scheduling: They coordinate appointments with specialists, ensuring timely access to care. Tracking and monitoring: RMCs track the progress of referrals, monitor waiting times, and identify potential delays. Communication: They communicate with referring clinicians, patients, and healthcare providers to keep everyone informed about the referral process. What are the benefits of an RMC? Improve efficiency: Streamlines the referral process, reducing administrative burden on healthcare providers. Reduce wait times: Ensures timely access to specialist care. Enhance patient experience: Provides clear communication and support throughout the referral process. Data-driven decision-making: Enables data-driven insights to optimize resource allocation and improve patient outcomes. By streamlining the referral process, RMCs play a vital role in improving patient care and optimizing healthcare resources. Why are there different options depending on where you live? Healthcare System Structure: Primary Care Networks: RMCs can be particularly effective in areas with strong primary care networks, as they can facilitate communication and coordination between GPs and specialists. Volume of Referrals: High-volume areas: RMCs are more likely to be adopted in regions with high referral volumes, as they can help manage the increased workload. Complexity of the Healthcare System: Multiple providers and organizations: RMCs can be beneficial in complex healthcare systems with multiple providers and organizations, as they can help coordinate care and reduce administrative burden. Patient Demand and Expectations: Increased patient expectations: As patients become more informed and demanding, RMCs can help to improve patient satisfaction by streamlining the referral process and reducing wait times. Which CHEC areas have an RMC? There are a number of CHEC areas that have an RMC, with the implementation of RMCs expanding to a number of areas.
